— Procurement
An explainable integrity score for every tender and award.
The Procurement Integrity Risk Score (PIRS) grades each record from 0 to 100 on documented red-flag indicators and shows the evidence behind every flag. It is an inference that prompts review, never a finding of misconduct.

— Overview
What Procurement Integrity (PIRS) does.
PIRS applies red-flag detectors to ingested notices and contract awards. The indicator families follow the Open Contracting Partnership's Cardinal red-flag methodology: competitive procedure, single bidder, threshold avoidance, decision period, price and concentration. Each is adapted to the fields the platform ingests.
Ten indicators carry fixed weights that add up to 100. A record scores 0–30 (low), 30–60 (elevated) or 60 and above (high). Every flag carries a graded severity and a plain-language line of evidence. Missing data is never scored as a clean zero: when a method is unknown, that indicator is left out, not counted as passing.
The method is published in full on the methodology page. That page lists each indicator, its threshold and the standard it maps to, and it separates rule-based flags from statistical ones. A back-test checks whether awards to suppliers debarred by a development bank carry more flags than the corpus as a whole. The page states what that test can and cannot show. Today's result is labelled indicative only, because the debarred sample is small.
Any flag can be contested. Contesting a score is treated as a right, and the score is a prompt for scrutiny, not an accusation.
— Capabilities
What you can do with it.
The core of Procurement Integrity (PIRS), as it works inside the platform today.
Ten documented indicators
Short submission window, value outlier, opaque fields, buyer burst, single bidder, repeat winner, price gap, non-competitive method, threshold avoidance and short decision period. Each has a published weight and threshold.
Graded severity with evidence
Severity rises as the condition gets worse. Examples: a window well short of the 30-day norm, a value at twice the sector/country 90th percentile, or a supplier with five or more prior wins from the same buyer. Every flag states why it fired.
Red flags by severity and confidence
The integrity workspace lists flagged procurements with country, flag type, severity, confidence and evidence, and counts active flags by severity.
Case files
Open a flagged notice, award or buyer as a case file that collects the related records and signals in one place for review.
PIRS on every notice
The tender dossier shows each notice's PIRS gauge, its band and the individual flags, so integrity sits next to the bid decision.
Contest a flag
Contest any flag in one step from the notice. Contestation is built into the method.
Honest back-test
Awards to suppliers on MDB debarment lists act as a proxy ground truth to measure lift. The harness reports its own statistical power and labels underpowered results 'indicative only'.
Public integrity index
A public /integrity page ranks buyer–supplier concentration, meaning the largest supplier's share of a buyer's recorded awards. It fills in as award data is ingested.
— How it works
From source record to decision.
Detect
Detectors run over ingested notices and awards and fire flags with a graded severity and an evidence line.
Score
Weighted flags add up to a 0–100 score and a low, elevated or high band. Missing data is excluded, not scored as zero.
Review
Analysts read the evidence, open the case file and decide whether a closer look is warranted.
Contest
Anyone with a view of the record can contest a flag, and the contest is recorded against it.
— Data sources
Where the data comes from.
Official and licensed institutional sources. Every record keeps its source and a link back to the original.
World Bank and IADB awards
Contract awards from the multilateral feeds, the main input to award-stage indicators.
Prozorro (Ukraine)
Open-contracting award data used in award and concentration analysis.
MDB debarment lists
World Bank, AfDB, ADB, IDB and EBRD debarment and cross-debarment, used to cross-check suppliers and as the back-test proxy.

ForDevelopment-bank and government oversight teams
Triage where to look first across a large volume of notices and awards, using evidence they can check.

— A look inside
What a Procurement Integrity (PIRS) view looks like.
The layout below mirrors the in-platform table. The rows are illustrative, not live records.
How PIRS appears beside a notice
| Notice | Country · Funder | PIRS | Band |
|---|---|---|---|
| National Highway — Corridor 4 | Kenya · World Bank IDA | 22 | Low |
| Solar Grid 500MW Programme | Nigeria · AfDB | 68 ⚑ | High |
| Digital Gov Platform | Philippines · ADB | — | Awarded |

— Questions
Frequently asked.
Does a high PIRS mean corruption?
No. A score is an inference that prompts review, never a finding of misconduct. Many flags have legitimate explanations, which is why each one shows its evidence and can be contested.
How are the weights set?
Ten indicators carry fixed weights that add up to 100. They are published on the methodology page, which reads them straight from the scoring code so the two cannot drift apart.
Has PIRS been validated?
It is back-tested against MDB debarment as a proxy. Debarment is sparse, lagging and supplier-level, so the current result is labelled indicative, not validating, and 'not debarred' does not mean 'clean'.
What happens when data is missing?
Missing data is never scored as a clean zero. An unknown procurement method is left out of the score. Missing key fields are flagged as opacity.
