— Procurement

Publish a complete tender, then receive and evaluate bids in one place.

Verified government and development-bank accounts can publish structured procurement notices and run an official institution page, starting from standard bidding documents.

Government / MDB plan: 60-day complimentary trial. A payment card is collected at checkout and billing starts after the trial; cancel any time before it ends. Institutions can pay by purchase order or NET-30 invoice instead of card.

— Overview

What Publish a Notice does.

Publish a Notice lets a procuring entity post a full tender record directly to S7Clear Connect. The record covers identification, timeline, financials, scope, eligibility, evaluation, submission rules, documents and clarifications. Published notices are visible to all subscribers and can be exported as PDF.

Publishing is limited to verified accounts. A government or MDB account goes through buyer verification first. Individual and corporate plans keep full search, intelligence and PIRS but cannot publish.

The flow continues after publication. Suppliers can submit structured bids against the notice's published criteria. The buyer sees every bid received, can score them against those criteria with AI using the buyer's own key, and keeps an auditable scoresheet. My Notices lists everything the agency has published and what is still open.

— Capabilities

What you can do with it.

The core of Publish a Notice, as it works inside the platform today.

Start from a standard document

Templates pre-fill the form for World Bank RFP Consultants (QCBS), World Bank SPD Goods (Request for Bids), IADB RFP Consulting Firms (QCBS), National Open Competitive Bidding (Works) and National Request for Quotations (Goods, SME set-aside).

  • Complete tender record

Reference, notice type, procurement method, sector, country, funder, implementing agency, funding source and type, estimated value and currency, bid, performance and advance securities, retention and payment terms.

  • Full timeline

Publication, pre-bid or site visit, clarification deadline, submission deadline, bid opening and indicative award date.

  • Scope and lots

Overview, objectives, scope of work and lots or packages with indicative values.

  • Eligibility and evaluation

Qualification narrative, evaluation criteria, pass/fail thresholds, eligible countries, document and selection method, submission method, language, bid validity, copies, address and late-bid policy.

  • Documents and clarifications

Upload RFP attachments (PDF, Word, Excel, ZIP, CSV or images, up to 50 MB each), list external documents, link the official portal and publish clarifications as Q&A.

  • Receive and evaluate bids

Suppliers submit structured bids with a compliance matrix. Buyers score received bids against the published criteria with AI on their own key and keep an auditable scoresheet. Each evaluation also screens the bidder names against the OFAC, UN, EU and UK sanctions lists and records any possible matches.

— How it works

From source record to decision.

  3. Publish

The notice goes live to subscribers with PDF export and appears in search.

  4. Evaluate

Review structured bids as they arrive and score them against your published criteria.

— Who it’s for

Who uses it, and for what.

    Implementing agencies

Keep published tenders, open notices and received bids together under My Notices.

— Questions

Frequently asked.

Who can publish?

Verified government and MDB accounts only. A government account that is not yet verified is shown the buyer-verification step instead of the form.

Which templates are available?

World Bank RFP Consultants (QCBS), World Bank SPD Goods, IADB RFP Consulting Firms (QCBS), National Open Competitive Bidding (Works) and National Request for Quotations (Goods, SME set-aside).

Can I attach the RFP documents?

Yes. Upload PDF, Word, Excel, ZIP, CSV or image files up to 50 MB each, or list documents hosted on your own portal.

How are received bids evaluated?

You can score each bid against your published criteria with AI using your own key. The result is saved as an auditable scoresheet, with a sanctions screen of the bidder names and the lists it ran against. A screening hit is a possible match to verify against the official entry, not a determination. The award decision stays with you.
